This table classifies the 50 states by level of interest group influence. The classification scheme is a composite of the judgments long-time political observers in each state. Column 1 lists nine states classified as Dominant in which interest groups have an overwhelming influence. Column 2 lists seventeen states, including Texas, identified as Dominant/Complementary in which interest group influence is strong but limited by the influence of other political actors such as party organizations, governmental institutions, or the electorate. Column 3 lists nineteen Complementary states in which interest group influence strikes a balance with other political actors. Column 4 lists five Complementary/Subordinate states in which interest group influence is secondary to the influence of other political actors. Finally, column 5, which is empty, reserves a place for any states that might in the future be classified as Subordinate, that is, states in which interest group influence would be weak or inconsequential.
