Legislative committees and subcommittees dominate legislative policy making in their areas. They have close relations with executive branch agencies that implement policy in those areas. Both these legislators and agency leaders have close relationships in turn with private sector interests concerned with that subset of public policy. The public policy that results from these tight relationships, it is often argued, favors special over general interests.
