This chart depicts the average number of topics assigned each special session after regular legislative meetings from 1929-2003. Sometimes the governor selects just one topic, sometimes many topics. No matter the number or difficulty of the topics, each special session must run at least one day but no more than thirty days. In November 1992 Governor Ann Richards convened the fourth called session of the 72nd legislature (1991) to consider public school reform. It met for twenty-four days. At the other extreme, Governor Miriam "Ma" Ferguson in September 1933 convened the first special session of the 43rd legislature (1933). Over thirty days it considered a list of 153 topics involving everything from money for refigeration at the Governor's Mansion to issuance of $20 million in bonds to raise for relief funds.
