This table looks at the flow of funds collected by federal taxes and disbursed by federal agencies that return to the states through various programs. The first column lists the major federal disbursing agencies. The second and third columns report 2002 and 2003 fiscal year disbursements. The fourth column calculates major agency disbursements in 2003 as a percentage of the total that year. The fifth column calculates the change (increase or decrease) in each agency's disbursements between 2002 and 2003. Education funding, notably, declined by more than ten percent while funds disbursed by "other agencies" increased about twenty-four percent.
