The wages of the public's servants are a necessary and substantial cost of free government. Texas state and local governments paid their workforces more than $44 billion in 2003. These 1.25 million people work to provide Texans everything from public education, fire protection, and criminal justice to public parks and libraries, judicial and correctional systems, sanitation services, welfare, and public health.
