This table shows the changes in the operating and capital (construction) budgets of the Texas Department of Criminal Justice (TDCJ) for fiscal years since 1990. TDCJ runs the state prison system. For state agencies the fiscal year runs from September 1 to August 31. During the early and mid-1990s the prison system grew rapidly and experienced a multi-billion dollar construction boom under pressure from the courts to provide more adequate facilities and services. Today TDCJ is among the largest of state agencies, a multi-billion dollar industry in its own right.
