This depiction of three states of Texas each populated by the same groups of people illustrates several of the endless possible number of ways to draw the lines of representative districts. Lines can be drawn to group types of people, parts of the state, and partisan supporters to advantage some group, region, party, or incumbent and deny or restrict representation accorded to others. While principles such as "one person, one vote" are intended to limit inequitable drawing of district lines, inevitably the principle of majority rule means that some will be in the minority no matter how lines are drawn.
