This slide describes the lowest or precinct level of party organization. At the lowest level of organization Texas is divided geographically into more than 8000 precincts each with 50 to 3500 voters. The lowest level of temporary organization, the precinct convention, is open to any party primary voter. It is held the night of the primary election and selects delegates to the county or district convention, one for each 25 votes in the precinct for the party's gubernatorial candidate in the last election. The lowest element of permanent organization is the precinct chair, an eligible voter elected by precinct voters on the primary ballot for a two year term. He or she helps recruit candidates, arranges the precinct convention, and helps with voter mobilization.
