States Ranked by the Value per Person of Federal Earmarks, Fiscal Year 2004 Omnibus Spending Bill*

The states most successful in obtaining federal earmarks on a per capita basis are not those with the largest populations. Earmarks tend to go to groups with the best political connections. An earmark refers to public funds assigned to a specific local or state project at the request of one or more members of Congress. To obtain earmarks organizations typically prepare a plan and make a request, but they also cultivate connections with members of Congress, hire lobbyists, and closely watch the budget and appropriations process.
