PACs circumvent the legal prohibition at the federal level and in many states forbidding business and labor organizations from making political contributions directly from their treasuries. Since PACs were first used in 1944, various types have evolved. Most are "connected" PACs affiliated with parent organizations such as corporations, labor unions, or trade associations which can pay their PACs' operating expenses. "Unconnected" PACs have no parent and must use funds raised to pay for both PAC operations and political expenditures.
As the table shows, 185 PACs of all types that are active in federal elections called Texas home in 2001-2002. These groups contributed $12.9 million to federal campaigns during the 2002 election cycle. Nearly three quarters of contributions made directly to candidates went to Republicans. As with soft money a few big contributors accounted for the bulk of PAC money: the top 20 Texas PACs gave 58 percent of the total.
Note that contributions to Democratic and Republican candidates do not
always sum to Total Contributions. This is because the contributions
reported by PACs to the FEC do not always go to candidates. Sometimes
they go to other entities such as parties or other PACs.
